The evidence problem

Every service carries a revalidation backlog. Commanders are due, the right incident has not come along, and the operational assessor's diary is full. Meanwhile HMICFRS inspections ask for competence records by role and level, and the answer has to be more than a training attendance list.

Inquiry recommendations have raised the bar on JESIP. It is no longer enough to have trained people in the principles; services are expected to show commanders applying M/ETHANE, the Joint Decision Model and shared situational awareness under pressure, with a record of it.

Live exercises produce that evidence but cost a day of appliances, crews and safety officers each time. Tabletop exercises are cheaper but rarely satisfy an assessor for command decisions made in real time.
